ANNOUNCEMENT

Announcing the first draft of the extremely important Plan to Get Corporate Funds and their Lobbyists Out of Politics, Elections and the Government by September 1, 2012. This plan is a key part of this larger overall Common, Universal Strategic Plan for a Peaceful, Prosperous and Just World. The 2000 largest corporation/companies in the world have over $138 trillion in net assets and can basically buy every election they like thanks to the Supreme Court’s ruling in Citizen United v Federal Election Commission.

Executive Summary:

Accumulated knowledge and advances in science, technology, automation, computers, communications, education, training, health care, transportation, the internet and psychology, along with this Strategic Plan, makes a peaceful, prosperous and just world possible.

“ ... the Age of Abundance is upon us. Man need never again go hungry or cold. Natural resources abound, machines necessary to convert them into goods exist, and men are trained to operate these machines. Furthermore, we can manufacture as many machines as we desire, just as we can enrich the soil to produce abundant food and train people everywhere to do likewise, The whole world now has the capability to support itself free from want and almost free from disease ...

This Strategic Plans explains why this is so and what we can do about it.

Many organization and individuals have worked on this for years and collectively know what needs to be done.

However, these organizations and individuals are not working nearly well enough together and have no overall strategy or plan.

This proposed Strategic Plan builds on the past and ongoing efforts of these organizations and individuals. It provides proof of this abundance and explains why we still have poverty and how we can have prosperity instead of poverty, peace instead of wars and justice instead of injustice.

It supplies a frame work for those interested to list additional IDEAS, problems and solutions and work with others to accomplish the solutions.

The United States can and must lead the efforts for a peaceful, prosperous, just world and
stop empire building and bullying.

Public servant and corporation executives who will not voluntarily do what is right must be replaced. Those who break the law must be humanely, and privately prosecuted as outline in items number 23 and 24 of the Common Agenda.

  1. Purpose

    Provide a comprehensive common, universal Strategic plan for a peaceful, prosperous, just world

  2. Objectives

    • End poverty, hunger, homelessness, wars, occupations, militarism, environment degradation, natural resource depletion, and other injustices.
    • Develop and maintain a sustainable “resource based economy”, green environment and world free from want. This does not imply that we will have a utopia nor imply “perfection”. A world without challenging problems would be impossible and boring
    • Provide proposed funding sources for all the work that needs to be done and for "deficit reduction"
    • Get the 1% back into the 99%

    This will be accomplished by:

    • Using a principled, values, open, transparent approach
    • Improving the effectiveness of reform and change efforts by:
      • Working from this common strategic plan, vision, goals, plans and demands
      • Careful short and long-range planning and implementation
      • Coordinating (not controlling) joint efforts and sharing information and resources
    • Markedly increasing the number of individuals working on progress, change and reform and resources.
    • Ensuring that no one is involuntarily laid-off as a result of this Strategic Plan. Individuals in positions where they are no longer needed should be transferred to jobs where they are needed
    • Getting senior public and private sector officials to do their jobs
    • Not permitting involuntary layoffs. Obviously transfers will be necessary.
  3. Scope

  4. This Universal, Common Strategic Plan is intended for use by everyone interested and in particular by leaders of organizations, occupiers and other individuals interested in progress, change and reform. This version focuses primarily on the U. S. federal government and national institutions and corporations.

    Since problems and potential solutions are similar at all levels of government, we propose that this plan be expanded to include state and local issues and used at all locales throughout the country and ultimately the world, The sooner this plans becomes universal, the sooner we will be successful. The value of working from a common strategic plan, vision, goals and agenda are obvious.

    Strategic planning as used here is the science and art of overall planning and conduct of large-scale actions employing large numbers of people, organizations and resources to develop and implement plans to accomplish specific goals

  5. Introduction

    1. Although we can and must be optimistic about the future, we must realize that:
      1. Our country is experiencing massive ethical, unemployment, poverty, diplomatic, political, constitutional, health care/cost and environmental crises.
      2. Many of our public and private sector officials are not telling us the truth, have articulated no real solutions to these crises and show little if any empathy for their fellow human beings.
    2. This Strategic Plan will succeed by:
      1. Using a principled, values, open, transparent approach
      2. Improving the effectiveness of reform and change efforts by:
        1. Working from this common strategic plan, vision, goals, plans and demands that links to and builds on existing and past efforts
        2. Outlining everything that needs to be done in one place
        3. Careful short and long-range planning and implementation
        4. Coordinating (not controlling) joint efforts and sharing information and resources
      3. Markedly increasing resources and the number of individuals working on progress, change and reform and resources.
      4. Ensuring that no one is involuntarily laid-off as a result of this Strategic Plan. Individuals in positions where they are no longer needed should be transferred to jobs where they are needed
      5. Getting senior public and private sector officials to do their jobs
      6. Not permitting involuntary layoffs. Obviously transfers will be necessary.
  6. What We The People Must Do

    1. Understand the Urgent Need for Change and Reform
    2. Organize Efforts
      1. Share an existing or establish an office in the Washington DC area to prepare documentation and coordinate the accomplishment of this plan.
      2. Develop and maintain a detailed list of organizations and individuals working on or interested in various aspects of change and reform and related matters. Contact them and tell them about this plan and determine if they are willing to help with or coordinate specific items or just be kept informed.
    3. Publicize this Strategic Plan and enroll other individuals and organizations in these efforts using seminars, workshops, meetings, emails, videos and articles. Convince ourselves and others of the Urgent Need for Change and Reform, that there are more than enough people, resource and funding to do the required work and that we can and will succeed if we work together.
    4. Inform and educate members of Congress and the administration about this Strategic Plan beginning with members of the Congressional Progressive Caucus (CPC). As specific actions items are refined, provide them to the CPC to be put into statues and regulations. The CPC has developed the People's Budget, a step in the right direction. Many of their items should go into the demands outlined here. However the People's Budget does not go nearly far enough and do what is necessary. For example, U.S. military actions and covert act must be immediately ended all over the world and at least fifteen million new jobs created over the next six months instead of about three million over the next ten years as proposed by the People's Budget.
    5. Continually refine, expand and maintain this plan and in particular its below key elements/ documents.
    6. Inform and educate members of Congress and the Administration about this Strategic Plan

      This vision statement is a composite with inputs from others including in particular what 40+ Occupy Wall Street activists and Michael Moore prepared and proposed as the movement's "vision statement" to the General Assembly of Occupy Wall Street.

      1. "Reprogram 90% of annual funding and budgets for the military-industrial complex (MIC), CIA, and intelligence spending. End U.S. wars, occupations, attacks, and covert operations, close U.S. overseas bases and facilities and drastically reduce the size and roles of the standing Army, Navy and Air Force as outlined in Permanently End U.S. Wars, Occupations and Empire Building and Plan to Permanently Disarm, End Militarism and Convert 90% of the Military Industrial Complex to Support a Peaceful, Just, Green World.
      2. End the war on terror, torture, assassinations, secret arrests, renditions, abusive treatment, use of private armys and spying on the people of the U.S.  Reprogram 100% of the funding and budgets for these items.
      3. Integrate Federal Reserve into Federal government and government provide zero interest loans directly to states, manufacturers and small businesses.
      4. As necessary, Congress "coin" high value $10 to $100 billion serialized coins (Ellen Brown's suggestion)
      5. Recoup as much as possible of the over $29.6 trillion provided by the Federal Reserve and the U.S. in loans and guarantees to bail out American and foreign financial institutions
      6. Reform Taxes
        1. Enact progressive property taxes on the
          1. Net worth of large companies/corporations, PACS and Super PACS)  the world’s 2000 largest corporations have over $138 trillion dollars in net assets)
          2. Net worth of wealthy individuals.
        2. Make income tax rates on high income individuals much more progressive.
        3. Enact progressive taxes on the revenue of large companies/corporations.
        4. Enact a "speculation" (sales) tax on derivatives and stock sales.
        5. Provide varying degrees of tax deduction rates for charitable contributions depending upon the worthiness of the cause.
        6. Enact a "pure worldwide" tax system, in which all taxes on property, revenue and profits of American corporations, whether they are generated in the U.S. or abroad, are taxed by the U.S. (Paraphrased from Kevin Zeese, Occupy Washington DC, Freedom Plaza)
        7. Tax all income including investment-related income, interest and capital gains and  work-related income at the same progressive rates..
        8. End tax havens. Tax havens should be shut down through the refinement and passage of the Stop Tax Haven Abuse Act. The U.S. Treasury estimates this costs $100 billion per year.         9. Close corporate tax loopholes.
      7. Eliminate military aid to foreign countries.
      8. Eliminate farm subsidies on large farms and oil depletion allowances
      9. Use time and materials type contracts with no overhead, G & A, profits, fees or percentages for all government contracts
      10. Reduce high level public servant pay scales by amounts proportional to the amount of salary.
      11. Change Government pay increases for inflation to fixed amounts instead of basing them on a percentage of pay.
      12. Eliminate patronage appointments.
    6. Priority Items From the Common Agenda: Demands, Plans and Actions

      Enact legislation, write/rewrite policies, rules, regulations and practices to accomplish the below priority demands, plans and actions as rapidly as possible. Planning should begin for all other items in the Common Agenda.

      1. Provide Both Employment Opportunities in Meaningful Work at Living Wages and Affordable Necessities and Needs of Life for All.
        1. Ensure all the people of the United States have adequate, decent warm shelter, food, water, clothing and at least acute and emergency health care within one month.
        2. Change all unemployment offices into employment and vocational training offices and create such offices to cover every community.
      2. Permanently End U.S. Wars, Occupations, Use of Force and Empire Building Worldwide. Highlights include:
        1. President order an immediate, unilateral cease fire in Afghanistan and cease all military and CIA drone attacks, covert operations and other military actions worldwide. (These wars, attacks and covert operations are all illegal, should have never happened and must cease immediately)
        2. Apologize and fund massive relief efforts and "Marshall Plans" as appropriate in countries harmed by the U.S.
        3. Prevent attacks or a war against Iran by Israel and/or the U.S.
          1. Prohibit all recipients of U.S. weapons and munitions, in particular Israel, using the weapons and munitions for other than purely defensive purposes.
        4. Cancel all contracts for private, paramilitary "security forces."
        5. Drastically reduce the size of the U.S. Embassy in Baghdad and have U.S. Marines provide security.
        6. Turn over overseas bases and facilities, buildings, equipment, and vehicles to  governments of countries and/or United Nations Agencies as appropriate.
        7. Bring all US troops. government contractors and offensive weapons home.
        8. End the so called "war on terror" and treat terrorist acts as crimes to be handled by the police and regular courts.
        9. Use diplomacy, negotiations and/or international courts, not wars and violence and economic sanction to settle disputes with other countries as is required by international and national law.

          Note: Once items 3.a. through 3.i. are initiated, terrorist acts and terrorism will essentially end.

        1. Have troops returning to the US from overseas and DOD employees provide planning, support and workers for a new Works Projects Administration (WPA) & Civilian Conservation Corps (CCC), go to college, go back to their old job, go into the Peace Corps, AmeriCorps and serve in the State National Guards, as the world disarms.
        2. Lead efforts to rapidly phase out all nuclear weapons, other weapons of mass destruction and offensive weapons world wide

      4. Reform and Revitalize Financial Systems and Provide Affordable Personal and Commercial Banking, Saving and Loan Services. Highlights of this plan include:
        1. Outlaw derivatives, mortgages back security, stock options, the fractional reserve system and bank bailouts
        2. Incorporate the Federal Reserve into the U.S. Government
        3. Government provide no-interest loans, with simple small handling fees, directly to states, manufacturers and small businesses
        4. Freeze all foreclosures and evictions of owner occupied properties until they are resolved
        5. Limit interest rates to __% on all secured mortgages and loans and __ % on unsecured loans, retroactive to the origination of the mortgage or loan with legislation that replaces the Monetary Reform Act (P. L. No. 96-221; 94 Stat. 132) (1980).

        3. Corporate Personhood originated from a falsified Headnote in the United States Report for Santa Clara County v. Southern Pacific Railroad Company (118 U.S. 394) (1886) which was wrongfully and unlawfully used as a court ruling and precedent in over 100 cases
        4. Citizens United v. Federal Election Commission (Ruling No. 08-205), 130 S. Ct. 876 (2010). The Supreme Court Ruling that rejects corporate spending limits and allows unlimited spending of corporate funds on elections.
